? >> the special representative for afghanistan and pakistan leads our overall policy efforts ande are supporting his efforts, ambassador grossman's efforts, to develop all of the different elements of our policies. >> tried to get him here but couldn't. >> okay. so, in other words, you aren't in a position really to answer my question? is that what you're saying? >> yes, senator. i would defer to the special representatives office. >> then would you since the question is to you would you get me a written answer to the question? >> i will, sir. >> thank you. mr. harrigan, what are dea's plans for continued operations should military forces draw down to levels that would not allow adequate support for your operations? >> well, again, co-chairman grassley, i have been in discussions really for the last 18 months with my counter part at the podium here, mr. wechsler, as well as our regional director in afghanistan with the u.s. military and si isaf forces. dea has no intention of drawing down any of our 81 personnel. it would be a bit premature to see right now how the drawdown will impact dea but l
. the fact is we went into a country to fight al qaeda who was all in the mountains in pakistan and even in the cities in pakistan, probably with the knowledge of the pakistani government. and we've wasted a lot of money and lives in an area where we didn't need to be, because that war will continue. there are only 100 al qaeda give or take left in afghanistan. but there are al qaeda in other spots in the middle east. and al qaeda's people have plotted terrorist activities from germany and from other places in europe. they don't need osama bin laden's base to have activity. there's nothing you need -- as far as the soviet union, the soviet union went down for goodly reasons, because of all the money they spent in afghanistan. true, we were there fighting them, but their attempt at gaining empire, which has been the loss of many empires, stretching too far and going beyond their supply lines, killed them. they spent money there and they'd like us to stay there. they're being real nice to us. they're helping us with bases, to bring in armaments and troops and supplies. come on, america. sp
the transition process. host: when that happens, how does the country in vision relations with pakistan, especially along the borders and with concerns about safe-haven? guest: safe havens, unfortunately, it is a fact that now everyone enologist. this is something we have been saying for the last 10 years or so. our president has still insisted on this. unless you are dealing with the safe haven, which is the root cause, no matter when you do in afghanistan. we will not get the objectives that we are both looking for. this is a problem, but the good news is we have had a constructive dialogue with pakistani government and also with other relevant authorities in pakistan to come up with a reconciliation program, something that we can both benefit from, to be an honest partner for the fight. host: for those discussions foster and all by the death of t osama bin laden? guest: even before that, we had started that discussion. now, after the death of bin laden, which was a great success for the afghan people and our partners, that created a unique environment for the reconciliation and every

on counterterrorism efforts with pakistan, setting up officer training academies for afghan police and security operations in the region. this is an hour. >> prime minister. >> thank you, mr. speaker. with the mission i'd like to make a statement on afghanistan. from the outset this government has sought to take a more hard-headed, more security-based approach to our mission. as i said, we're not there to build a perfect democracy. still less a model society. yes, we will help with the establishment of democratic institutions. yes, we can improve infrastructure, develop education, encourage development. but we are in afghanistan for one overriding reason, to ensure our own national security by helping the afghans to take control of theirs. this means building up the afghan security forces so we can drawdown british combat forces with the afghans themselves able to prevent al qaeda from returning and posing a threat to us and our allies around the world. this is particularly poignant today, i believe, mr. speaker, on the eve of the sixth anniversary of 7/7, an attack that was executed by extremi
the pakistan border. this is a critical area for the insurgents and the cross border infiltration and this is a historic avenue for movement from pakistan into afghanistan. in terms of the risk to u.s. troops, how will you characterize this? >> there is a significant amount of influx of insurgent fighters in the area, mostly from pakistan moving into afghanistan. >> tell us a little bit about your mission. >> this the standard reconnaissance mission, along the historic route from pakistan. the terrain is inaccessible, so we are going there to see what this looks like for a future clearing operation. the major challenges the terrain, which is extreme and very difficult to move. and also, the people there have not seen the coalition presence in some time. >> what do you hope to achieve to the mission. >> to accept these conditions for future operations and build our awareness of the atmosphere, so that we can continue the operations there. this is for the clear insurgent presence in the area. >> how do you tell if you have succeeded? >> the numbers that occur in the area, we have re
, in pakistan rather. >> today we honor a singular act of gallantry. as we near the 10th anniversary of the attacks thrust our nation into war, it is the occasion to pay tribute to a soldier and a generation that has borne the burden of our security during a hard decade of sacrifice. i want to take you back to the circumstances that led to this day. it is may 26, 2008. in the remote eastern afghanistan, near the mountainous border of pakistan. helicopters carrying dozens of a lead army rangers race over the rugged landscape. and their target is an insurgent, down. the mission is high risk. it is broad daylight. the insurgents are heavily armed. but it is considered a risk worth taking because intelligence indicates that a top al qaeda commander is in that compound. soon the helicopters touched down, and our rangers immediately come under fire. within minutes, leroy -- then a staff sergeant -- and another soldier are pushing ahead into a courtyard surrounded by high mud walls. that is when the enemy opens up with their a k-47's. leroy is hit in both legs. he's bleeding badly. but he s

a pakistan on this particular trip. did he talk about what pakistan was not on his itinerary? guest: he did not talk about that specifically. it was very focused on afghanistan, but also on the border between afghanistan and pakistan. he did not say specifically why he did not go. i think it is pretty clear for a couple of reasons. the u.s. is trying to gauge just how much cooperation they can get from pakistan going forward. pakistan has a lot of u.s. trainers that have been working intensely with their special forces, and as a result of that, withheld some of the decade that went with them. they also repelled some of the partnership on the war on terrorism, so to speak. they are still trying to gauge that. for now, in the past, the key relationship between the u.s. and pakistan and the military have been between admiral mullen and his pakistan counterpart, the army chief of staff. i think that this point, the u.s. is still trying to weigh what they can do to move this cooperation forward with pakistan. host: the defense policy reporter a bloomberg news, thank you for being on the "washing

pakistan's minister for minorities condemned the blasphemy law, militants executed him in broad daylight. in egypt, as the gentleman from new jersey has stated, 23 men, women and children were killed in a bombing at an alexandria church in egypt on new year's eve, just last may, treekists attacked christians at a church in cairo, leaving 12 dead and hundreds wounded. we are fortunate -- i wish these were isolated cases but i could provide countless other examples from afghanistan to india to saudi arabia. we're fortunate to live in a country that was founded by religious refugees on principles of tolerance. but it is important that we do everything we can to ensure that religious minorities elsewhere in the world enjoy the freedoms and protections they deserve, the freedoms and protections enjoyed by all americans, appointing this special envoy will be an important step in that direction and i urge my colleagues to support this bill. i reserve the balance of my time. the speaker pro tempore: the gentleman reserves. the gentleman from new jersey is recognized. mr. smith: i yield such time
against pakistan for the selling in the last couple of weeks -- 50 people killed in afghanistan. what is the situation over there ? >> i don't have anything specific on that issue. i will tell you that our own strategic dialogue at the working level continues with pakistan on a broad range of issues. we have assistant secretary brownfield today or tomorrow continuing our law enforcement and counternarcotics dialogue with pakistan. we continue to work the full range of security and law enforcement and stability issues with pakistan. >> and just to follow up on the same issue, there was a quote that u.s. believe go that i.s.a. was involved in the killing of the pakistani journalist. do you agree with that? >> i'm not going to speak to any intelligence issues obviously from this podium. i will say that when this incident occurred back in may, we issued a very strong statement and i will repeat today that we strongly condemn the abduction and killing of reporters and we have raised our concerns with this case with the pakistanis. >> do you believe this is an act of terrorism, the killing
panetta went to iraq and afghanistan. he did not go to pakistan. i take that as a strong message. it is easy when you're in that region to attack on an extra couple of days for an important ally. i think that cross the minds of everyone who planned the trip. it was clearly a conscious decision not to go to pakistan. i think that is in part because when osama bin laden was killed on may 2 there was a list of things that we would ask the pakistan's to do, the pakistani to do, and i have not acted on any of them. this administration also put a hold on a $10 million in assistance. a great way to resolve that is sending the defense secretary to talk to folks about what is going on, but he did not. you are seeing already how differently the pentagon will treat allies in the region. "the in this morning's financial times" they had this headline -- guest: the withdrawal deadline is aggressive. they're talking about getting half of the troops out during the prime fighting season. they do not fight as much during the wintertime. we are starting to withdraw troops during a tumultuous situat
money to countries that waste it -- pakistan. keep military, share the wealth between branches, and don't cut education." the president: you know, the one thing i would say is, on the notion of giving money to countries that waste it -- and pakistan is listed there -- i think it's important for people to know that foreign aid accounts for less than 2 percent of our budget. and if you defined it just narrowly as the kind of foreign aid to help feed people and what we think of classically as foreign aid, it's probably closer to 1 percent. so sometimes people have an exaggerated sense that we spend 25 percent of the federal budget on foreign aid. it's a tiny amount that has a big impact. and i think america, to be a leader in the world, to have influence, to help stabilize countries and create opportunity for people so that they don't breed terrorists or create huge refugee flows and so forth, it's smart for us to make a very modest investment in foreign aid. it's a force multiplier and it's something that even in tough fiscal times america needs to continue to do as part of our role a

or the hindus in pakistan, religious minorities have for centuries lived and worshiped alongside their muslim countrymen and women. unfortunately instability in the middle east has had a disproportionately negative impact on religious minorities, the most striking example of this has been in iraq where more than half of the iraqi christian population has been forced to flee the country since the invasion of iraq in 2003. those who have stayed have been specifically targeted in gruesome and random acts of violence, such as murder, rape and abduction. this includes religious and community leaders like archbishop rahall who has been kidnapped and murdered. religious minorities who have suffered attacks in their places of worship such as the october, 2010, massacre at our lady of salvation church in baghdad in which 58 worshipers were killed by militants and extremists. while the end of the mubarak regime in ejiment has brought about the promise for a -- in ejiment has brought about the promise for -- in egypt has brought about promise for religious reform, coptic christians have lived peacefully

. first, a news update. >> 17 past the hour. pakistan intelligence officials say 38 alleged militants have been killed by three suspected u.s. missiles in northwestern pakistan. this is in less than 12 hours. the attacks come two days after the obama administration suspended more than one-third of u.s. military aid to pakistan, about $800 million. the attacks indicate the white house has no intention of stopping the drone program. syria is accusing the u.s. a provocation after secretary of state hillary clinton said the president had lost legitimacy and was "not indispensable." this is one day after hamas attacked embassies. violent uprisings have been happening over the last four months as rebels tried to oust president assaad and and his family's 40-year rule. in the states, the gao says the government is making it more difficult to detect medicare fraud. in a report to be released today, they say the government systems for analyzing medicare and medicaid data are "inaccurate and underused." fraudulent claims are between $60 billion and $90 billion per year. we will hear more about that
